Located in the center of California’s Silicon Valley and home to more than 118,169 residents, the City of Santa Clara is a full-service municipality spanning 19.3 square miles. The City Planner is a key member of the Planning and Inspection Department and oversees the Planning Division which is supported by 12 staff.
The ideal candidate will possess exceptional people and financial management skills and be well versed in all aspects of contemporary urban planning. Five years of progressively responsible experience in planning including at least two of years of experience managing professional staff plus a Bachelor’s degree in a relevant discipline are required. A Master’s degree and AICP certification are strongly preferred.
Compensation
The control point for this position is $160,788 (appointment is generally made at 85% of control point). Salary is supplemented by a benefits package that includes 2.7% @ 55 CalPERS retirement integrated with Social Security.

Performs professional advance land use planning work and special projects. Bachelor’s degree with major course work in urban planning, geography, environmental design, or a related field. One year of related planning experience is required for the Assistant Planner level, while three years of progressively responsible professional planning experience, preferably within a local government environment, is required for placement at the Associate Planner lever. SWCA Environmental Consultants is an employee-owned company of environmental professionals who specialize in natural and cultural resource management, environmental planning, and regulatory compliance.
We are seeking an Environmental Planner/Project Manager with experience in resource management and conservation planning for our San Luis Obispo office. This is a regular, full-time salaried position that is a career growth opportunity to join SWCA’s expanding California practice. Pay rate will be based on individual qualifications and experience.

- Serve as project manager for CEQA/NEPA documents prepared for a variety of projects;
- Manage multidisciplinary teams of SWCA staff and sub-consultants;
- Write various sections of CEQA/NEPA documents and review/edit other sections prepared by technical specialists;
- Manage and coordinate complex CEQA/NEPA documents;
- Support other Project Managers in developing new business, preparing proposals, and making proposal presentations;
- Act as a client liaison and client manager;
- Ensure CEQA/NEPA project quality, schedule, and budget objectives;
- Make client and public presentations of CEQA/NEPA documents;
- Take initiative, resolve problems and identify improved procedures to assure client needs are met effectively;
- Work closely with project managers, directors, and principals throughout the company to promote SWCA’s business interests in adherences to its mission, vision, and values;
- Contribute to expanding SWCA’s professional reputation in environmental consulting and research.
Qualifications
- Bachelor’s degree in environmental planning or a related field. Master’s degree preferred.
- At least five (5) years of progressively responsible experience in preparing CEQA/NEPA documents.
- At least two (2) years business development experience in a support role.
- Working knowledge of CEQA, NEPA, and California land use regulations.
- Excellent written, logic, organizational, oral, analytical, and document management skills.
- Ability to manage multiple tasks in a fast-paced, dynamic environment.
- Ability to travel as needed for projects throughout California.
- Willingness to learn, have fun, and grow into increased management responsibilities.
Desired Qualifications:
- Experience with transportation, infrastructure, and transmission projects.
- Experience with the permitting and regulatory process, environmental compliance, and public involvement and presentation skills are also a plus.
