About the City
the 82nd City in Los Angeles County. Westlake Village residents and businesses
receive high quality community services. The City currently has a staff of ten (10)
full time and four (4) part time employees. These employees provide the Administrative,
City Clerk, Community Services, Finance, Planning, and Public Works inspection
functions. Westlake Village’s orientation as a contract City sees many of
its services provided through agreements with Los Angeles County and private
agencies and consultants. The Los Angeles County Sheriff’s Department provides
police protection and Westlake Village consistently has one of the lowest crime
rates in the nation. The City operates under the Council-Manager form of government
with a five(5) member City Council, elected at large. The City has no separate
Planning Commission.
The Position
The City of Westlake Village is seeking a knowledgeable and dedicated Assistant Planner capable of performing a wide variety of assignments related to the Planning function of the City of Westlake Village. Under immediate supervision of the Planning Director, this position organizes and
coordinates a wide variety of assignments to include the performance of professional
and technical duties involving current and advance planning, environmental analysis
and the preparation of assigned reports or special studies. Prepares complex planning
reports, and makes recommendations on development permit applications; coordinates
and evaluates development proposals and various permit applications; confers
with, and advises, architects, builders, contractors, engineers, and the general public
regarding City development policies and standards; undertakes current or advance
planning studies and projects and conducts surveys and basic research; cooperates
with the public in responding to inquiries, both orally and in writing, regarding zoning,
planning, or related issues; analyzes data and project information with respect to
relevant laws, ordinances, regulations, and policies; determines methods to reconcile
project conflicts with legal and policy requirements; conducts field inspections of
signs, landscaping, buildings, etc., to ensure compliance with City development, zoning,
and planning policies; assists with the preparation of amendments to the City’s
General Plan, zoning ordinance, and Subdivision Ordinance; manages and coordinates
over-the-counter zone clearance activities; coordinates enforcement of City
codes and the activities of the City’s Special Prosecutor; performs related work as required.
Qualifications
At a minimum, the qualified applicant should possess:
Knowledge of: Principles and practices of urban planning; state law and local ordinances
and codes governing land use, development standards, and environmental regulations;
including the Subdivision Map Act and CEQA; site planning and architectural review;
and community relations and customer service practices.
Ability to: Prepare and present effective written and oral reports; plan, organize, and
coordinate planning activities and projects; establish and maintain cooperative relationships
with City officials, staff, other governmental agencies, contract service providers,
and the public; prepare graphs, drawings, maps and other supplemental materials;
understand and carry-out emergency preparedness procedures; and work effectively
as a member of a team; and understand and carry-out City policies.

The Position
We are currently seeking a Biologist/Planner holding a B.S. or B.A. with a minimum of five years of experience in natural resource assessment. The candidate’s degree should be in biology, ecology, natural sciences, or a relevant science or technical field. Duties will depend on experience level and may include preparing biological impact analyses, surveys for special status species and habitats, coordinating and/or preparing biological resource sections of environmental and land use documents, and preparing applications for and managing natural resource permits. Experience with CEQA/NEPA, GIS and Microsoft Office is required. Experience with GPS technologies, AutoCAD, Adobe Illustrator, and Photoshop a plus.

About the City
The City of Goleta is located adjacent to the University of California at Santa Barbara, the City of Santa Barbara, the Pacific Coast, and the Santa Ynez Mountains. The newly incorporated City of Goleta is a General Law City with a Council-Manager form of government. The Council-Manager form is the system of local government that combines the political leadership of elected officials in the form of a Council with the managerial experience of an appointed local government manager. About the Position
Under general supervision within the Department of Planning and Environmental Services, this position performs technical and administrative duties at the Permit and Design Center front counter. The position serves as the first point of contact relative to basic land use planning information and permit application intake and processing. The position also processes ministerial project cases and some light discretionary project cases. The position helps track all plans and applications through the permitting process. The position also performs related duties as required
Qualifications Guidelines
High school education or equivalent supplemented by coursework in land use planning, architecture, geography, environmental design, or a related field is required. One year of related land use planning experience is required.
KNOWLEDGE OF Urban planning principles and practices, laws, ordinances, rules, and regulations. Site planning and architectural design principles. Pertinent federal, state and local laws, codes and regulations. Application of land use, physical design, environmental, and/or social concepts to the planning process.
ABILITY TO Interpret and apply federal, state, and local laws, codes, regulations, policies, procedures, and standards pertaining to the planning process. Interpret maps, site and building plans and specifications; research, analyze and summarize planning data. Analyze problems, identify alternative solutions, project consequences of proposed actions, and provide recommendations.
Compensation
This is a part-time, limited term non-benefitted position. $28.76 per hour, 18 to 20 hours per week.

Position Description:
Primary responsibilities include project management, business development, and technical report preparation. Primary geographic range is focused on Santa Barbara, Ventura, and northern Los Angeles counties.
Project Management: responsible for technical studies associated with large and small projects for both standalone biological services and services in support of larger California Environmental Quality Act/National Environmental Policy Act (CEQA/NEPA) projects (i.e., local, state, and federal lead agencies).
Business Development: preparation of proposals for competitive and sole-source clients, development of new clients, and coordination with multidisciplinary project managers and biological staff in other regional offices. Proposals include qualifications, scopes of work, and cost estimates for public and private clients for biological services for large and small projects for both standalone biological services and services in support of larger CEQA/NEPA projects.
Technical Report Management: preparation of constraints analyses, wetlands delineations, wetlands permit applications, focused survey reports, vegetation mapping, general wildlife or botanical surveys, federally and state-listed sensitive species surveys and permitting documents, and biological resources technical reports in accordance with CEQA/NEPA and/or a variety of other environmental documents.
Qualifications:
Master’s degree in biological resources, botany, ecology or related field, or wildlife.The ideal candidate will possess excellent writing and verbal abilities, be well organized, and able to undertake independent work. Practical experience and familiarity with resource impact assessment under CEQA/NEPA will be fundamental for success in this position. Duties require strenuous field work in hot weather (over 100°F) and steep conditions.
